Swansea Bay University Health Board – Structured Assessment 2020
This report sets out the findings from the Auditor General’s 2020 structured assessment work at Swansea Bay University Health Board. The work was undertaken to help discharge the Auditor General’s statutory requirement, under section 61 of the Public Audit (Wales) Act 2014, to be satisfied that NHS bodies have made proper arrangements to secure economy, efficiency and effectiveness in their use of resources.
We found that the Health Board:
- maintained overall good governance while working with revised frameworks to discharge Board responsibilities during the COVID-19 response;
- faces significant financial challenges, including the ongoing costs for responding to COVID-19, but has strengthened aspects of financial management and maintained effective financial controls and reporting; and
- that operational plans are informed by data modelling, a clear commitment to stakeholder engagement, regional working and staff wellbeing with arrangements for monitoring progress and performance; however, another COVID-19 peak will present a significant workforce challenge.
