    The study will look at how councils are planning to improve the value for money of their services for looked after children, while complying with the Welsh Government’s policy of eliminating profit in this area by 2030. We will consider councils’ financial planning, forecasting and management of demand for services for looked after children. We will also consider how councils are involving stakeholders, especially care-experienced children to improve outcomes. We will also consider how the Welsh Government, and other partners are working with councils in the transition to not-for-profit services by 2030.

    Why we’re doing it

    Councils have a legal responsibility to find appropriate placements for children and young people who are looked after by the state, because their own families are unwilling or unable to do so safely. The number of looked after children in Wales has increased by 28% since 2015, and real terms expenditure on services for looked after children has increased by 67% from £332m in 2014-15 to £555m in 2023-24. One of the provisions of the Health and Social Care (Wales) Act 2025 (the Act) is to eliminate profit from the care of looked after children by 2030. Councils will need to consider a number of issues in working to comply with this timetable.
