Higher and further education finances

  • What we’re doing

    This review will look at Medr’s oversight of the financial sustainability of higher and further education institutions. It will explore whether Medr is effectively identifying and responding to both short- and longer-term financial sustainability risks at these institutions.

    As part of this review we will speak to a selection of higher and further institutions and other stakeholders, such as the Welsh Government. However, our work is focused on Medr and its oversight role.

    Why we’re doing it

    Medr was established in August 2024 and took over the financial oversight of institutions from the former Higher Education Funding Council for Wales and the Welsh Government. Medr has had to establish itself as a new organisation while continuing to deliver these responsibilities. At the same time, there have been reported financial difficulties, particularly in the higher education sector.

    Our review may also inform Medr’s development of a new regulatory system covering higher and further education.
