    With the impact of the COVID-19 pandemic, they are also working in ways and delivering services to communities that may have fundamentally changed.

    There is a need to look at different ways to make savings, safeguard services and generate income with increasingly ambitious financial targets. Consequently, commercialisation is becoming more important for councils.
