The Welsh Health Specialised Services Committee (WHSSC) is a joint committee made up of the seven local health boards in Wales. It commissions around £680 million of specialised services and is hosted by Cwm Taf Morgannwg University Health Board.
Two separate reviews in 2015 highlighted issues with WHSSC’s governance arrangements. A number of improvements have been made to the overall governance arrangements since these reviews.
Our report found that the governance, management and planning arrangements have improved, but the impact of COVID-19 will require a clear strategy to recover these services.
There are also benefits in looking afresh at the Welsh Government’s long-term model for health and social care ‘A Healthier Wales’, given some of the inbuilt challenges it presents for Health Boards.
We make a number of recommendations for both WHSSC and Welsh Government in our report.
